Governors' Biographies
Dr Oona Stannard, Chair of Governors
Appointed in 2014, Dr Oona Stannard, a visiting professor at St Mary’s University, is the Chair of Governors at St Elizabeth’s School and she attends all the Committees of the Governing Body. Dr Stannard is the Vice Designated School Governor for Safeguarding and Child Protection, and is the Link Governor for Religious Education and Catholic Ethos, Relationships, Health and Sex Education, Design & Technology, Educational Visits and Year 6. Her professional work specialises in leadership and education, and she undertakes consultancy nationally. Dr Stannard’s career includes ten years as an HMI (Her Majesty’s Inspector of Schools). She was also Director of the Catholic Education Service for England and Wales, an Agency of the Bishops' Conference. She has represented Catholic education nationally as well as working internationally. She is a long-standing member of Our Lady of Loreto and St Winefride parish, Kew Gardens.
Mary-Ann McClaran, Vice-Chair of Governors
Appointed in 2021, Mary-Ann McClaran is a Foundation Governor at St Elizabeth’s School. Mary-Ann became Vice-Chair of Governors in September 2023, and is Chair of the Staffing, Pay and Performance Committee and is a member of the Curriculum, Pupil Performance and Standards Committee. Mary-Ann is the Link Governor for History, Geography and Music. Mary-Ann has substantial management experience in school and higher education, most recently as Head of Admissions for a boarding and day independent school in Cheltenham. She has four adult children, all of whom attended their local Catholic primary school. Mary-Ann moved to the borough in 2020 with her husband when he was appointed Vice-Chancellor at St Mary’s University, Twickenham. Mary-Ann chairs the newly formed Friends of St Mary’s.
Veronica Bailey, Foundation Governor
Appointed in 2023, Veronica Bailey is a Foundation Governor at St Elizabeth's School and is on the Admissions and the Staffing, Pay and Performance Committees of the Governing Body. Prior, Veronica was an Associate Member since 2021. Veronica has worked in the Local Government sector for 30 years and has experience in Human Resources and community development. For 15 years, Veronica was a manager in Early Years, focusing on managing children’s centres which involved working at a senior level on strategy and implementation of central and local government priorities. Veronica has also worked for the Gambia Government on the local management and sustainability of solar powered water systems. Currently, Veronica manages a small charity in the Upper East of Ghana, which targets the most vulnerable and poorest families living in remote areas. Veronica is a parishioner at Our Lady of Loreto and St Winefride in Kew.
Marian Conran, Foundation Governor
Appointed in 2015, Marian Conran is a Foundation Governor at St Elizabeth’s School. Marian was Vice-Chair of Governors from 2018 to September 2023. Marian is a member of the Curriculum, Pupil Performance and Standards Committee and the Staffing, Pay and Performance Committee of the Governing Body. Marian is the Link Governor for English, Pupil Premium and Looked After Children. Marian is Deputy Headteacher at Sacred Heart High School. Marian is a graduate from Queen’s University, Belfast, gained a PGCE from the Institute of Education and her MA in Education specialising in Leadership and Management from Brunel University. Previously, Marian’s daughter attended St Elizabeth’s. During this time Marian enjoyed being an active PTA member.
Jenny Evans, Foundation Governor
Appointed in 2015, Jenny Evans is a Foundation Governor at St Elizabeth’s School and is on the Admissions and the Finance, Safeguarding, Premises and Health & Safety Committees of the Governing Body. Jenny is the Link Governor for Science and Mathematics. Jenny is a Chartered Accountant and works for an investment bank. Jenny has three children who previously attended St Elizabeth’s.
Carlos Sibbick, Foundation Governor
Carlos Sibbick was appointed as a Foundation Governor at St Elizabeth’s School in 2021 and is on the Curriculum, Pupil Performance and Standards; the Staffing, Pay and Performance; and the Finance, Safeguarding, Premises and Health & Safety Committees of the Governing Body. Carlos is the Link Governor for Computing, Physical Education and Well-being. Carlos attended St Elizabeth’s as a pupil. Carlos's wife worked at St Elizabeth's as a Learning Support Assistant for several years, and his two children attended St Elizabeth's also. Carlos began his professional career as a mainstream secondary school teacher in Richmond before moving to a specialist school for pupils with special educational needs. More recently, Carlos has started a web development business.
Paul Webb, Foundation Governor
Appointed in 2010, Paul Webb is a Foundation Governor at St Elizabeth’s School and is Chair of the Finance, Safeguarding, Premises and Health & Safety Committee of the Governing Body. Paul is the Link Governor for Art & Design, and the Designated School Governor for Safeguarding and Child Protection. Paul has three children who previously attended St Elizabeth’s. Paul is a London based barrister and is a parishioner at St Elizabeth of Portugal in Richmond.
Thomas O’Malley, Governor Appointed by the Local Authority
Appointed in 2010, Thomas O’Malley is a Local Authority Governor at St Elizabeth’s School and is Chair of the Admissions Committee of the Governing Body. Thomas is the Link Governor for Modern Foreign Languages. Thomas was a local councillor in the London Borough of Richmond upon Thames and is a Governor for St Elizabeth’s as well as one other Catholic state school. Thomas also serves the community as trustee of a local community centre and a charity supporting schools in rural South Africa. Thomas previously worked for the Conservative Party, and now works in Canary Wharf helping pension and investment funds focus on environment, social and governance issues.
Elizabeth Green, Elected Parent Governor
Elected in 2019, Elizabeth Green is a Parent Governor at St Elizabeth’s School and is Chair of the Curriculum, Pupil Performance and Standards Committee of the Governing Body. Liz is the Link Governor for EYFS (Early Years Foundation Stage) and SEND (Special Educational Needs and Disabilities). Having previously worked in social policy research at universities, Liz worked in education policy at the Department for Education for many years, before moving to the Department of Health recently. Liz has one child who attends St Elizabeth's.
Marie Devine-Bloomfield, Elected Parent Governor
Elected in 2023, Marie Devine-Bloomfield is a Parent Governor at St Elizabeth’s School and is on the Admissions Committee of the Governing Body. Marie has also been appointed to the role of Travel Champion for the school. Having worked for 17 years in Financial Services both in The City of London and abroad, Marie has been a Teaching Assistant at St Elizabeth’s School since January 2019 and a Teaching Assistant since September 2022 at St Richard Reynolds Catholic College. Marie chaired St Elizabeth’s PTA for 3 years from 2019 - 2022.
Marie holds an M.A (Hons) degree in Italian from the University of Edinburgh, a Post Graduate Diploma in European Marketing with Languages, The Investment Management Certificate and speaks French, Italian and Spanish. She is a Parish Councillor and sits on the Fund Raising Committee of Our Lady Queen of Peace Church, North Sheen. Marie has one child who attends St Elizabeth's.
Julia King, Elected Staff Governor
Elected in 2022, Julia King is a Staff Governor at St Elizabeth’s School and is on the Curriculum, Pupil Performance and Standards Committee of the Governing Body. Julia is the English Writing Lead, History Lead and Relationships, Sex and Health Education (RSHE) Lead. Julia has taught pupils both in KS1 and in KS2.
Jane Hines, Headteacher
Appointed in 2014, Jane Hines is the Headteacher Governor at St Elizabeth’s School and serves on all the Committees of the Governing Body. Previously, Jane was Deputy Headteacher at the school for ten years before being appointed Headteacher and attended Governing Body meetings ex officio during this time.
